important dates from the constitution...
8/1 = minor league rosters are locked. no drops/adds can be made after 8/1. the only changes allowed are via trades, so it's best to make those of the 1 for 1 variety after 8/1. also players must spend 60 days on your minor league roster to gain GmL status, so don't pull up anyone who hasn't met that requirement.
8/15 = major (& minor) league trade deadline. other then drop/adds on your major league roster, no changes are allowed beyond 8/15.
End of the season = all rosters are completely frozen until the next February.
2/1 = all minor league players that are ineligible for mL rosters (by having exceeded the AB or IP threshold) will be promoted to major league rosters as GmLs by the commissioner.
2/15 = all minor league rosters must be cut down to no more then 15 players by their managers. if you cut to 15, you won't have any minor league draft picks. if you cut below 15, you will have as many draft picks as it takes to get you back to 15 via the draft.
2/15 = offseason deals may begin again.
3/1 = all major league rosters must be cut down to only keepers (8 plus any mL keepers who have graduated, GmLs) by their managers. please note that all of that provides a 2 week window for offseason/pre-draft trades. however, any player you trade for must be kept by your team heading into the upcoming season.
The minor league draft will begin sometime in mid to late February and will fill rosters to 15 slots. The major league draft will begin in early March and will fill rosters to 25 slots.
Offseason trades are allowed in the form of draft picks, players on rosters, etc…after February 15th. There is a moratorium on trades/etc between the end of one season, actually the trading deadline on August 15th, and the following February 15th. Draft picks may only be traded for the next two upcoming draft years, whatever time of year it is. Any player involved in an offseason trade must be kept for the upcoming season. And GmL years stay with a player who is traded.

the 2 week window between 2/15 and 3/1 can get tricky. just remember that anyone you acquire, you must keep. so if someone's 9th best keeper is better then your 8th best, it may be worth dealing a future pick or prospect for the cheap upgrade. but don't go dealing for someone that's not keeper worthy, as you'll be killing your team if your forced to drop a player who is keeper worthy as a result. but more on that topic another day...
