CTG Keeper League Constitution:
The commissioner shall be Yanks27Sox9 who will bear the responsibility of organizing and maintaining the league’s sites as well as handling any monetary and administrative issues.
The deputy commissioner shall be the owner of the team that finished in first place in the previous season. If that is the commissioner, the position shall fall to the second place team. But in the league’s inaugural season, Fondybadger will act as the deputy commissioner.
The Rosters (in season)
Each team will have a major league (ML) roster and a minor league (mL) roster, consisting of 40 men. The ML roster will consist of 25 players who are in the Yahoo! Database, plus five available DL spots if needed. The mL roster will consist of 15 players who have not yet accumulated 130 ABs or 50 IP, have not exceeded the service time requirements, are not on a MLB 25 man roster at the time of a mid-season addition, &/or are not making a rehab appearance at the time of a mid-season addition. The Commissioner will have the final judgment in these matters.
Of the 25 man ML roster, there will be the following positions: C, 1B, 2B, 3B, SS, OF, OF, OF, UTIL, UTIL, SP, SP, SP, RP, RP, P, P, P and 7 bench slots.
There are limits of 162 games per position (10 active daily), as well as 1700 IP in total for the season.
The Rosters (off season)
February 1st, all minor league players that are ineligible for mL rosters (by having exceeded the AB, IP, or service time thresholds) will be promoted to major league rosters as GmLs (to be explained later).
February 15th, all minor league rosters must be cut down to no more then 15 players.
March 1st, all major league rosters must be cut down to only keepers (8 plus any mL keepers who have graduated.)
The minor league draft will begin sometime in late February to early March and will fill rosters to 15 slots. The major league draft will begin in early to mid March and will fill rosters to 25 slots.
Trades
All trades will be posted on the message board (proboards), and on the in-season league page (yahoo). An email will also be sent out. If there are any objections, they need to be publicly voiced on the (proboards) board and the commissioner will act as judge and jury. If the commissioner is involved in the trade, duties will fall upon the deputy commissioner...and, if necessary by the involvement of those 2 parties, the majority of the league managers will decide. But, in general, the league will have a liberal policy towards trades...to encourage activity...as anything & everything is tradable.
The Keepers
Each team is allocated eight keepers from their ML roster each season. In addition to these eight keepers, any player who has been on the mL roster from August 1 to the end of the season can be kept for the following year on the mL roster. Additionally any player who has graduated from a minor league system (a GmL) will remain on that team for 4 years, in addition to the eight keepers, provided the player was selected in the minor league phase of the draft or added appropriately to the minor league roster mid-season (prior to 8/1).
*Any player drafted in the major league phase of the draft and subsequently moved to the minor league roster before the start of the season will only have 2 years (not 4) of GmL eligibility…providing that player meets the other GmL qualifications/requirements.
*Any player drafted in the major league phase of the draft (or added mid-season) and subsequently moved to the minor league roster after the start of the season will have used one of the allotted two years of GmL eligibility…again, providing that player meets the other GmL qualifications/requirements.
*In either case though…any player dropped down to the mL roster must also be pulled up w/in 5 days of the major league team doing so in real life…only if he was drafted in the major league phase of the draft, or if he had previously exceeded the AB, IP, or service time threshold. Lastly, no GmL years can be gained for non-ROY candidates who may get sent down to the minors (before or during the season) for various reasons.
A player is said to have graduated from a system by exceeding the 130 AB or 50 IP ROY threshold, &/or exceeding the service time requirement, and:
a) being drafted in the minor league draft prior to the season.
or
b) having spent at least 60 days on an owner’s minor league roster WHILE also not on a 25 man (real life) MLB roster.
or
c) being drafted in the June Draft.
This will be referred to as a "GmL keeper" and will have a number associated with it. The number represents the number of years that the player may be kept freely. It will be updated the day following the last game of the regular season, or by 2/1 the following year. This list will be kept by the Commissioner and made available on the league message board.
Here are two examples of how this will work:
Team X drafted Ryan Braun prior to the 2007 season. Braun stays on the minor league roster all season, and then must be called up at the end of the season, since he exceeded the AB threshold. He then gains 4 GmL years. His progression looks like this:

2009: Major League Roster (GmL-2)

MINOR LEAGUE DRAFT:
1. The Commissioner will create a draft thread and list each team’s rosters...who they are holding on to…including players kept by minor league rules and minor league players.
2. (Note, this order was amended.) The first place team from the previous season will draft first and the last place team will draft last. The draft will follow the same order in each round to give the team a reason to continue fighting for spots at the end of the year. Each team will have 2 hours to make their selection. The 2 hours begins upon the posting time of the previous pick. If a franchise is unable to post their pick they may send the Commissioner a pre-ranking and a selection will be made for them. If a franchise fails to make a submission, their pick is skipped and other franchises may begin picking as if the pick had been made. The franchise that failed to make their selection will be able to make their selection at any point, a la the NFL draft.
3. The draft will proceed until all franchises have filled their 15 man rosters, with franchises who have already filled their rosters dropping out of the selection process.
4. Only players who are signed to a contract by a team in Major League Baseball and have not yet exceeded 50.0 innings pitched or 130 at-bats are eligible.
MAJOR LEAGUE DRAFT:

Also, in the league’s inaugural season, the draft order (minor & major) will be set randomly…and they’ll also be ‘snake’ drafts…since we’re starting from scratch, and no order has been determined by a previous season yet. Lastly, in whatever random order the minor league draft ends up being set this 1st season, the major league draft will be the exact reverse (opposite) of that random order in an attempt to begin things with the new league as equitably as possible.
JUNE DRAFT
One week after the MLB draft (in June) a draft will be conducted of only those players. This will allow everyone a fair shot of getting rights to these players. This draft will operate under the following guidelines:
• Draft order will be determined in reverse order of the league standings on June 1st.
• Only players selected by a major league club in that year’s amateur entrance draft will be eligible. Foreign/International players, once signed to a contract, are not eligible until the following year’s minor league draft.
• Minor League rosters will expand to 20 at this point, provided the 16th thru 20th players were drafted in the June Draft. Owners may not cut players to obtain additional June picks…but they also are not forced to increase their minor league roster to 20 players either, if they prefer to pass on any of their June draft picks. That said, from the June draft to the end of the year, a minor league roster can be no more than 15 players + 5 from the June draft…theoretically, because there is one exception. In theory, the June draft is designed to give a team 15 minor leaguers plus 5 more from the June draft…bringing the total to 20 players for the remainder of the year. That said, sometimes via trades/etc, that balance gets thrown off by a player or two. And since active trading is encouraged in this league, that’s the one exception to the 15 & 5 rule. You are allowed to go to 14 minors & 6 from the June draft…or conversely, 16 minors plus 4 from the June draft…if trades are the reason your minor league rosters have been thrown off a bit. But again, +/-1 as a result of deals is the only exception here…as from June on, each team (in theory) is allowed 15 minor leaguers and 5 from the June/amateur draft.
The Expansion
Any potential expansion must be agreed upon by 3/4’s of the league. Expansion franchises will be allocated a lower fee (50% of normal) for a two year period and shall receive the first and last pick in each of the first eight rounds of the draft in year one. The remaining rounds they shall select in the last position.
Rule Changes
Any significant rule changes must be agreed upon by 3/4’s of the league…and must be implemented during the following off-season. No rule changes will be made during the season. The only possible exception would be if a glaring loophole to the rules was found in the inaugural season that was affecting the competitive balance/legitimacy of the league.
Potential Problems
Any blatant tanking or collusion, though very difficult to prove, will be grounds for league penalties. If 3/4s of the league determines that any of those things took place, it’s the commissioner’s discretion to penalize future draft picks/etc as a result. Also, any prolonged abandonment of your team mid-season can result in similar penalties…barring an unforeseen/legitimate excuse. And if a pattern develops (2 consecutive years) of any of these serious issues, the offending owner(s) are subject to losing their franchises...again, if the commissioner feels that there is no other recourse, and that it would be in the best interest of the league.
Off-season Trades
Off-season trades are allowed in the form of draft picks, players on rosters, etc…after February 15th. There is a moratorium on trades/etc between the end of one season, actually the trading deadline on August 15th, and the following February 15th. Draft picks may only be traded for the next two upcoming draft years, whatever time of year it is. Any player involved in an off-season trade must be kept for the upcoming season. Also, GmL years stay with a player who is traded.
Scoring
5x5 Roto scoring will be used. The categories are R, RBI, HR, SB, AVG, ERA, WHIP, W, SV, K.
Grievance Policy
Any issues or problems with anything associated with the league can be made privately or publicly to the commissioner. All grievances will be considered fairly and equitably.
